Europe dogs

I guess, the rules vary from place to place in Europe. A guy from Germany said the rules for dogs over there are very strict, and the tax on dogs is so high that they pay it by the month. He also said that the dog pound kills all the dogs before they close at night.

I would like to spend a summer in Europe, taking photos and blogging about their dogs. Especially the places that let your dogs go everywhere with you.
